YouTube has drastically changed the way that the US Military has had to deal with public relations. Soldiers love to film combat and their activities - there is a saying in the military: “Joe always has a camera on him.” When inspecting a dead enemy soldier - or even a US soldier - you regularly find a camera, and its a piece of intelligence. In this case, US Marines murdering a puppy and filming it is going to cause serious PR and brand recognition damage to the US Marine Core, the US Military, and the United States as a whole.
